I do think that the Psycho Frame wasn't mass-produced as much as the Ver. Ka, but Chain is working hard because the more Psycho Frame there is, the more advantageous it will be for Amuro, so I interpret it as them embedding it in various places. Its subsequent usefulness leading up to UC is like a development history (°▽°)
